Short answer: thermal-break aluminum places a low-conductivity barrier between the exterior and interior portions of the frame, reducing direct heat flow through the metal. It can improve comfort and whole-window thermal performance, but it is only one part of the solution; glass, solar exposure, shading, seals, air leakage, opening type, color, and installation also matter.
In a hot climate, solar heat gain through the glass can be more important than frame conduction, so thermally improved framing should be coordinated with an appropriate SHGC, Low-E or insulated glass where justified, exterior shading, and the building’s orientation. Ask for whole-system performance information when available rather than comparing the frame or center-of-glass value alone.
